Where does one start?

Every spring I get the same overwhelming panic feeling. The snow has melted and the earth is starting to thaw. It's too early to do anything but I can't stand the inactivity. So this weekend I will prepare my tool shed and start planning on paper what I envision the garden to look like this year.
